Measure selection
Measures are co-designed with program managers in discovery workshops, screened for data availability, and mapped to at least one funder or accreditation requirement.
Target setting
Targets come from state benchmarks, federal grant commitments, or a trailing 24-month baseline where no external benchmark exists.
Validation
Each measure is reconciled against the source system during UAT, then re-validated quarterly through the measure review cadence.

Definitions, numerators, denominators, source, frequency, and accountable owner. This demo carries 44 illustrative measures; the delivered system is sized for the anticipated 60–70 measures across all HHS programs.
